EU winners may be losers

A MINOR victory for the indomitable Gisela Stuart, who is leading calls for a referendum on the European Treaty.
Ms Stuart, the Labour MP for Edgbaston, has convinced the Government to promise that the Commons will at least get to vote on whether a referendum should take place or not. But has she made a tactical error?
One of the changes the Treaty introduces is to create a powerful European president - and the leading candidate for the job appears to be Tony Blair.
Ms Stuart, one of Mr Blair's biggest fans, has never shown quite the same enthusiasm for Gordon Brown.
The European Treaty is the last chance the Blairites will ever have to get their man back in charge.
