"They've had a great season so they've done well, but I wouldn't class them as a top-four side just yet because obviously they've got to do that on a consistent basis.
"You've got to do that for two or three seasons on the spin to be classed as a top-four side. Being consistent in the Premiership is the main thing, and I think that's what we're trying to be now as well."
O'Hara wants Spurs following the same path as Villa.
He added: "It's actually been good to watch them.
"They've got some great players in their side, and Martin O'Neill's got a really good English-based team.
"Hopefully if we can build in the off-season and come back strongly, we'll be looking to do what they've done this year."
Meanwhile, Redknapp admits he would leave White Hart Lane if Spurs were relegated - but he is confident that will not happen.
He said: "That's how I would feel, but I don't see that happening. I don't see it as an issue."
Tottenham have picked up eight points in their last four Barclays Premier League games.
"When I took over, I was very confident we would stay up, and I still am," he added.
