Blues have also agreed to play a pre-season friendly at Earlsmead Stadium as part of the deal for the Northern Ireland under-21 international.
Howell revealed that Fry, Peterborough United’s director of football, was also keen on Shroot, but was left empty-handed by Blues.
“Baz wanted him to play for Peterborough in a reserve game, but Robin’s agent arranged for a trial at Birmingham and Robin wanted to go there instead.
“Darren Ferguson [Peterborough manager] felt that Robin lacked that explosive pace but I said to Baz, ‘if you want a kid who can run 100m in 10 seconds but can’t play, fine, there’s plenty of those about’.
“Robin’s pace is upstairs, in his head. He’s a great signing by Birmingham.”
