Speaking on a BRMB/Gold radio phone-in, Yu promised that Blues would go after quality in the New Year.
He said he was formulating a plan of action with McLeish and his chief scout Paul Montgomery, which would also be discussed with Yeung when he flies over from Hong Kong for the media gathering.
"Alex will definitely have money," said Yu. "I have spent two days already with Alex, and we are working on this.
"We try to have this understanding of one another regarding our plan for the rest of the season and Carson is coming and then we will have an in-depth meeting, the three of us.
"We will work out a schedule, Carson will inject money – of course – and how much he will announce at Thursday’s press conference. Alex will definitely get good support."
Yu stressed that Blues would not be scatter gun.
"My hope is that the fans realise that to be a successful club you can’t just blindly throw money away, you have to have a plan. You need time, you need effort, you need money to do it good.
"We have discussed players. We have got quite a few in mind. This is not the right time to disclose who they are. Are they good players? I promise you, they are.
"They have to be quality. That is the most important thing. Whatever money you spend, if you don’t spend for quality then...’’
Yu has played at non-league level and coached in Hong Kong, including the island side.
The brief handed to him by Yeung is to liaise with McLeish not only at first-team level but oversee Academy and youth development and build links in that sphere in the Far East.
Yu insisted that neither he nor Yeung would interfere on the football side after the stories of Yeung’s alleged meddling when he owned Hong Kong Rangers.
And he said he could work with ‘beautiful man’ McLeish.
"You can relax with us," assured Yu. "Carson won’t disturb the manager’s decisions.
"Of course, we will have very in-depth talks and work together. And we will share opinion because, myself, I have been involved in football for 40 years now and perhaps I can share some experience with Alex.
"Alex is a beautiful man, I think he is lovely. He is open-minded and he can talk with me without any problem at all. We can work together, yes.
"I’m Chinese and he’s Scottish – but we can communicate well!"
