Ultimately, it depends on what Phillips decides to do.
Blues boss Alex McLeish has earmarked a role for him as an impact substitute, pretty much the kind he interpreted so well last season.
If Phillips wants more game-time, and to be a first choice, then he will reject Blues’ contract and consider other options.
That said, he might not quite fancy another 46-game slog in the Championship, where there are plenty of interested clubs.
