Albion's hopes of re-signing Simpson next season will inevitably be influenced by whether they survive this season.
The same can be said for their chances of making Marc-Antoine Fortune's loan move from Nancy permanent, with the player due to make a decision at the end of this season.
Mowbray wants him to stay.
"Marc knows we would like to keep him regardless of what happens," added the Baggies chief.
"He’s shown his quality and talent.
"Yet, we’re not in the driving seat to make that decision.
"He’ll probably sit down at the end of the season and decide what he thinks.
"All we can do is give him a platform to enjoy his football and see where we are for next season.
"If we were to go down and he decided he didn’t want to stay play in the Championship he wouldn’t have to."
