But the FoI reply makes it clear that the scale of the work needed was underestimated and some costs, including training, system testing and external testing, were not originally included.

When the new-look website was tested it was discovered the software did not recognise pound or euro signs, apostrophes and quotation marks.

Deputy council leader Paul Tilsley, who has overall responsibility for business transformation, admitted to a scrutiny committee last month that he was wary of switching on the revamped website.

Coun Tilsley (Lib Dem, Sheldon) said he feared journalists would be logging on at 9am on the first morning in an attempt to identify any “glitches”.

The council is refusing to divulge details of confidentiality agreements it has with Capita.

The FoI reply adds: “Under terms of the joint venture agreements, Service Birmingham (Capita) has responsibility for web services development as outlined in the service delivery agreement dated March 28, 2006. All contracts are between Service Birmingham and the relevant contractors, therefore they do not fall under the scope of the FoI Act.”
