Mr Eccles suffered 10 fractured ribs, a broken nose, a burst eye socket and a collapsed lung and died the next day.
Coun Walker, who represents the Curborough ward, fears other brutal attacks unless police crack down on other ‘terrorising’ yobs.
He said: “Lichfield’s not the sort of place you’d expect this sort of thing to happen but the Dimbles area is plagued by gangs of youths who have clearly been failed by their parents.
“They terrorise and intimidate people going about their everyday business – and some even seem to think that Kealtey and Carroll are some kind of heroes for what they did.
“They have gotten away with too much for too long. It’s high time the police cracked down on them because they are turning the area into something resembling Beirut.”
Both killers had denied the murder charge, with Keatley claiming that his prosthetic leg meant that he could not kick or stamp on the victim.
Carroll said he was too drunk to remember the attack, although he did admit hitting Mr Eccles.
The teen’s father Edward Carroll, 55, was found guilty of perverting the course of justice. He had tried to help his son cover up the crime by putting his blood-stained clothes in the washing machine after the attack.
All three were remanded in custody for sentencing on September 11.
