James Doyle followed women, parked on driveways with his headlights shining into houses and urinated in front of people who challenged him.
The 42-year-old, from Kings Heath, was given a five year Anti-Social Behaviour Order (ASBO) after he failed to turn up for the hearing.
Birmingham Magistrates heard about 69 separate and serious allegations in mostly quiet roads across south Birmingham.
The court heard that Doyle, who is unemployed and lives with his mother in Westhill Court, Brandwood Park Road, had been arrested and warned a number of times about his bizarre behaviour.
He has been unable to offer explanations when he has been found with a screwdriver, Stanley knives and a five-metre section of washing line.
Some worried residents had changed their routines, others would hide in their own homes, block their own driveways and one had even moved house to get away from him.
Almost all of the victims said they did not know what he wanted, but many feared that they would be burgled or attacked.
He routinely targeted homes in Bournville, Kings Heath, Wythall, Kings Norton, Brandwood and Druids Heath.
Stephanie Smith, prosecuting, said: “There are 69 allegations between February 2007 and July 2009.
