Overflowing rubbish in a wheelie bin

A BIN-TAX which penalises households throwing away too much rubbish was backed by a Birmingham MP today.

Lynne Jones (Lab, Selly Oak) said making residents with overflowing bins pay more would encourage them to recycle instead.

She said: "Charging has the potential to dramatically change the way individuals think about waste and will encourage prevention, reuse, recycling and composting."

The proposal has been drawn up by the Local Government Association, which represents councils across the country.

Under the plans, rubbish collection would no longer be paid for from council taxes, which would mean lower bills. Instead, households would be charged separately for having their dustbins emptied and the cost would depend on how much rubbish they produced.

The plans have been attacked by Conservatives, who said they would lead to an increase in fly-tipping.
