New Street Station and Birmingham Magistrates’ Court are also in line for major multi-million pound makeovers.
Mr Dutton would also like to see a £2.4 billion makeover of all 89 city secondary schools, a new river, three new towns and a raft of new buildings.
Mr Dutton said: “The regeneration plan for Birmingham is a big jigsaw puzzle and we have the picture on the front of the box of what we would like to achieve.
“Spaghetti Junction could be an iconic piece of the jigsaw and Birmingham could promote itself to the world and get broader recognition.
