Plans to change the law were revealed to Labour MPs Chris Kelly (Dudley South) and Margot James (Stourbridge) in a meeting with a Home Office minister. Ms James has already proposed laws which would end cash payments, which campaigners see as an essential step to cracking down on metal theft.
